I believe that this photo is generally well-taken, the low angle shot helps place emphasis on buildings and the lights they reflect onto the water and the 'strands of coloured lights' in the air(? sorry I don't know the correct term).
However, I think that the angle it was taken at was a little too low, as the buildings directly in front of the viewer are not visible, and this what draws attention away from the three tall buildings. I believe this could be fixed by changing the angle.
The bright buildings, previously referred to above, also cast bad reflections on the water, the colours of the lights of other buildings are 'gentle', but the white from the buildings casts harsh reflections on the water, thereby ruining the other reflections.
The sculpture on the side is a good contrast against the bright lights of everything else, it also contrasts the sharp surroundings, which I believe, makes the photo more pleasing.
All in all, this is a good photo with room for improvement. Keep it up!
